Sleepy Hollow is based on Washington Irving's short story, The Legend of Sleepy Hollow. In the film, instead of being a schoolmaster, Ichabod Crane is a constable working in New York City in the year 1799. Frustrated with his unorthodox ways of scientifically and logically solving crimes, Ichabod's superiors send him on a job to investigate murders in the small upstate New York town of Sleepy Hollow. Upon arriving in the dark and dismal farming village, he meets Baltus Van Tassel (a rich farmer who controls most of Sleepy Hollow and its leaders), his wife, and their daughter, the beautiful Katrina Van Tassel at Baltus' annual Harvest Party. Ichabod is then introduced to the town elders, a suspicious looking group of fat men in wigs. They explain that they believe the murders have been committed by the ghost of a fallen Hessian soldier, who supposedly rode into battles so fiercely and with such malice that he filed his own teeth down to points to achieve a frightening look. He would ride atop his giant black steed and slice the heads off soldiers like they were tulips. He was eventually killed by American Revolutionaries, beheaded, and was buried in the Western Woods, "a place where, even today, brave men will not venture". Ichabod scoffs at the idea of killer ghoul, yet is nonetheless disturbed by the tale.
The rest of the film is difficult to explain, and you can only see the movie to understand it all. Ichabod falls in love with Katrina, a fledgling witch, who was seeing the burly Brom Van Brunt before he arrived. Several townfolk are killed by the Horseman, and Ichabod has his own encounter with him. Ichabod is also accompanied by Young Masbeth, the son of Jonathan Masbeth who was killed by the horseman. Eventually, Ichabod begins to see a pattern in the killings, and realizes that the Horseman may have an earthly power forcing him to do his biddings. He investigates the Western Woods, where he finds the Tree of Death, a giant gnarled tree which is supposed to serve as a portal for the Horseman to return to Hell. Ichabod also visits the Old Crone, an ugly witch who reveals some secrets about the Horseman. For a more detailed account of the plot, read the script.
